He further instructed the DDSE’s, SSA Rajya Mission and the Directorate of School Education to provide him good feedback on all educational activities/matters in the district and state level so that the government can look into the problems and prospects of the education system in a clear manner for betterment of education system in the state.

Briefing the district officials, the Commissioner Education Hage Khoda stressed on officers to shoulder greater responsibility in view of implementation of RTE. Talking about free & compulsory education, the Commissioner expressed the State government’s commitment to abide by RTE in letter and spirit.  

He directed the officials to conduct proper supervision and monitoring at the district level to ensure proper implementation of SSA activities.  He also informed that many problems faced by the Education Department would be mitigated with the implementation of Arunachal Pradesh Education Bill.

SPD-SSA P.N.Thungon also spoke as a resource person in the two-day deliberation and reviewed SSA activities in all the districts of the state.

 

Tagar seeks HM intervention, orgs on peaceful dharna

Dohu Raju murder case

ITANAGAR, May 5: Palin MLA Takam Tagar has appealed the state home minister to direct the police officer concerned to book immediately the killer of Late Dohu Raju who was killed at his Papu Nalla, Naharlagun resident on April 19 last. Sister of Late Raju, Dohu Yana also sustained grievous injuries during the attack  and is battling for life at a Guwahati hospital.

“ I have learnt that some persons were arrested on suspicion but later they have been released on bail,” Tagar said in a letter to the home minister.

No appropriate step has been taken so far to bring in solution to the case, the MLA said adding he was bound to raise the matter with the request from   many students organizations, associations and family members of the victim for early arrest of the killer and justice for the victim’s family.

Meanwhile, Palin Area Youth Welfare Association and All Palin Chambang Yangte Gangte Tarak Langdi Students’ Union conducted peaceful Dharna in front of Capital Complex Deputy Commissioner Office, Naharlagun today demanding immediate Police action to nab the culprits. Executive Committee AKKDSU, Chairperson Ringte Deney Society Palin, Chairperson Learning Doing Centre Palin and other public also participated in the meeting.

Meanwhile, they submitted a memorandum to government demanding immediate arrest of the culprit involved in the murder case, setting-up of high power inquiry committee for immediate arrest of the culprit and handing over of the case to CBI if government fails to nab the culprit within ten days.

It further threatens to conduct such democratic movement if government fails to take immediate action on the case.

 

Sagalee farmers on Exposure Visit at ICAR, Basar

ITANAGAR, May 5: An exclusive exposure visit for Farmers from Sagalee, under Tribal Development Fund (TDF) Project of NABARD, Officials of N.N.Charitable Society and KVK Papumpare was arranged by NABARD at ICAR Basar to learn best practices in orange and pineapple cultivation. During the visit farmers were taken to ICAR Horticulture Farm and they were exposed to best practices in horticulture, right from pit digging, selection of planting material, budding, grafting, nursery managment, soil conservation.

Under guidance of expert staff of ICAR, Basar. NABARD has sanctioned a mega project involving total assistance of Rs. 236.50 lakh which is to be implemented jointly by KVK Papumpare and N.N.Charitable Society. The exposure visit was a part of this project for capacity building of farmers in the project area. ADC, Basar Abhyankar attended the valediction programme on May 1and lauded the efforts of NABARD.

 

Premier College in need of help

ITANAGAR, May 5:  Jawahar Lal Nehru College (JNC), the premier educational institution of state, situated in Pasighat town is today crying for urgent attention. The appalling condition of main entry gate speaks about the sorry state of affairs in JNC. The oldest college of state, established way back in the year 1964 is in dire state of condition with broken hostels and pitiable classrooms.

Though most of the present day politicians and officers of Arunachal have been educated in this college, students here complain that nobody bothers about them. “The condition of our hostel is quite pathetic. With broken windows, it becomes tough to live. During monsoon rains pour into our rooms and in winter, chilly wind makes it tough to live,” told one male hosteller.  

He went on to add, “The quality of food served here is very bad. Most of the time we eat food from outside because of it.”

The students are not happy with step-motherly treatment meted out to them. “Everybody talk about JNC being premier college of Arunachal but no one care about us. In fact most of the government colleges of state are in bad condition. I feel our government think we are not worth enough to draw their attention as most of the students studying here belong to ordinary families,” said one student in anguish. Students also added that whenever they complain about the poor condition of their hostel, everybody starting from public to government officials blame them for it. “Because of few students who flout hostel rules, others should not be dragged along with them. In fact authorities should strictly impose rules and punish those students who violate it,” told another student.

The blame game may go on but need of the hour is to provide best facilities to the students, so that they can compete with rest of the country in every walks of life. “We, students are supposed to be torch bearer of future. But honestly we are losing hope as government is least bother about us. We need best of facilities to compete with others,” conveyed one student.

 

DH&TE clarifies

ITANAGAR,  May 5: The Director of Higher & Technical Education (DH&TE) Dr. Joram Begi said that the government is yet to take a decision on permanent site for establishment of the National Institute of Technology (NIT). His reaction came after this daily carried a report on April 29 that Yupia has been selected as temporary site for NIT. Dr. Begi  has said that a technical committee consisting of Director, Durgapur NIT, representatives of Ministry, CPWD is yet to submit the report. Only after the submission of technical committee report, the state Govt will take a decision. The committee has made it clear that it will decide on temporary site  and recommend permanent site. The technical committee has  already visited both Jote and Dedziling.

It may be mentioned here that the organisations had been in  tug of war over the site of NIT. While some organisations are demanding establishment of NIT at Jote in capital district,   other organisations want to see the NIT at Dedziling in Bhalukpong.

 The Union Cabinet had approved setting up of 10 new NITs including  in   Meghalaya, Manipur, Mizoram, Nagaland, Sikkim, Arunachal Pradesh in North East.

 

Action against CO demanded

ITANAGAR, May 5: Anchal Samity Member, Lower Tarasso Tana Bagang  and Doimukh Neym Welfare Society has demanded immediate action against Circle Officer Chichung Chukhu for allegedly attacking  Horticulture Development Officer Tana Yami at her Rono Village residence on April 30. The cause of the attack could not be verified. However a source informed that the Circle Officer was arrested yesterday and released on interim bail.  

 

Union calls for action

ITANAGAR, May 5: All Bameng Khenewa & Lada Student’s Union has expressed shock over the reported attack on executive engineer PWD division, Bameng on 22nd April,2010 at Palizi. According to union, engineer was on his way to Itanagar for official duty when some people stopped his vehicle and demanded money.

In this regard, union has requested concerned authorities to immediately arrest the culprit and book them under law.  

 

Rangali Bihu Utsav

ITANAGAR, May 5: Rangali Bihu Utsav Celebration Committee decided to celebrate Rangali Bihu Utsav 2010 with a day-long programme at Imdad Bhawan, Naharlagun on May 16.

Cultural procession, cultural competitions like Mou Konwari and Bihu Konwari, Daliyo Bihu, Zeng Bihu, dance performance by various cultural groups from Assam, Arunachal Pradesh and cultural nite will be held during the programme being organized under the aegis of Kristi Kendra, Naharlagun.

 

‘Defer APPSC main exams’

ITANAGAR, May 5: All Nyishi Youth Association (ANYA) East Kameng district unit has appealed the Arunachal Public Service Commission to defer the dates of APPSC main exam to July in view of university examination starting from May 7 to  29.

The students should be allowed to have at least a month’s time after the examination for preparation for APCS examination, the the ANYA unit said.

ITANAGAR, May 5: Kra Dadii Club, Seppa in a recent meeting has decided to extend financial help to meritorious students who crack the coming state entrances exams. It further decided that education sector would be given top priority for the betterment of the districts.

 

Regional level camp

ITANAGAR, May 5: The regional level standard judging camp and patrol leader training course for scouts and guides will be held at Maligaon, Guwahati.

Around 113 participants from Assam, North Frontier Railway, Tripura, Sikkim and Arunachal Pradesh will take part in the event.

Nine scouts and nine guides from Papum Pare district will take part in the standard judging camp competition. Beside this colourful traditional song and dance too will be presented during the camp.

 

JNC conduct coaching for Civil Service aspirants

ITANAGAR, May 5: The coaching classes for the aspirants of APPSCE (Mains) 2010 that started from 18th April  at J.N. College, Pasighat organized by the Course Coordinator, Dr. Tasi Taloh, Concluded on 3rd May.

SSP, East Siang District D.C. Srivastava, an IPS of 1995 cadre attended the concluding programme and explained lucidly the essentials of the written and viva voice test of APPSCE and similar examinations by the State Civil Service Commission and UPSC from his vast treasure of personal and professional experience.

Principal, T. Talom boosted the enthusiasm of the participants by announcing a cash reward of Rs. 5000/- each for successful candidates. He also gave cash incentives of Rs. 2000/- to two of the successful candidates of the coaching center who cracked the preliminary Examination of APPSCE 2009.

The valedictory programme was attended by all faculties, aspirants, selected resource persons and students of J.N. College and Horticulture College, Pasighat.    

 

 

Ban on garbage

ITANAGAR: Lower Subansiri district magistrate has banned dumping of garbage and other waste materials at Tayo Yassi Killey River near Pine grove on Ziro-Daporijo road. Further administrator warned that violators will be strictly punished.

 

DC appeals

ITANAGAR:  Kurung Kumey Deputy Commissioner Bidol Tayeng convened a meeting with all head of departments on Wednesday.  DC appealed to all the officers to devotedly work for the development of district. He also cautioned officers not to go on leave without written permission from competent authorities.

ADC Koloriang, K.Dolum, who too was present on the occasion called on officers to realize their moral responsibly in carrying out their duty. He said if people from outsiders working with BRO can serve the state, officers mostly citizen of this state should work harder for development of Kurung Kumey district.

During the meet discussions were held on various development schemes taken up in the district.

 

‘Keep away from live line’

ITANAGAR: The electrical sub-station and associated HT/LT line created under Rajiv Gandhi Gramin Vidyutikaran Yojana (RGGVY) in the villages, namely, Tacha, Gari, Machang, Lamte, Bang, Kollung, Taw, Gengtung, Silsango, Sarchgai and Mate shall be charged on May 7 at 10 am, informed executive engineer(E) of Naharl-agun electrical division in a release today.

Soon on charging the HT/LT shall remain live, the release said and called upon the general public not to touch the live line directly or indirectly.

ITANAGAR: Railway Ministry has appointed Neelam Topu as one of the members of Zonal Railway Users Consultative Committee (ZRUCC) for North Frontier Railway for the year 2009-2011.

 

One dead in accident

ITANAGAR: One Tamak Pabin succumbed to his injuries yesterday when a passenger Sumo carrying seven people met with an accident while on its way from Sumle to Boleng in Upper Siang.  The vehicle with registration number AS-01-10-8698 lost control and rolled down from the road near Simang Bridge injuring the passengers.

The driver one Talut Taggu later gave himself up at Boleng Police Station informed All Arunachal Pradesh Public Transport Federation Chairman Takar Goi.

ITANAGAR, May 5: APCC Vigilance Cell chairman has appointed Dadu Taram as its Kurung Kumey district unit president.

North East Development Welfare Society (NEDWS) in a meeting appointed few office bearers along with five new executive members for smooth functioning. The meeting further decided to approach the chief ministers of Assam, Meghalaya and Tripura for financial assistance for smooth conduct of the ensuing seminars to be organized in entire North East region.

Meanwhile, NEDWS president has appointed Karj Tali as the general secretary (admn.) Hq., Itanagar.

Work together for Arunachal

 

Dear Editor,

In an effort to raise literacy level and provide universal access to elementary education, several schemes and programmes have been launched by the Government such as Operation Blackboard (1987), Sarva Shiksha Abhiyan (2001) and many other. However, Arunachal Pradesh is yet to improve the education level. As per Census 2001, the literacy rate of our state is 54.74%, which is lowest in the North East.

As a concerned citizen, I express my  desire  that all the public and private institutions mobilize the education process in war footing while considering it as a social service, not an obligation or without business oriented approach so that our state not lag behind anymore in the field of education.

Fulfill demands of ATKSSU

 

Dear Editor,

 We came to know that students’ community of Changlang district are struggling for livelihood on the one hand and fighting for the cause of the district in particular and the state as a whole on the other hand. They are now fighting for their inherent land which are encroached by the refugees. Even they are becoming victims of violence in their own land.

Therefore, I on behalf of the ANSU would like to appeal the state Govt to look into the demands of All Tai Khamti, Singpho Students Union and take step for deportation of Chakma refugee from the state.

Interview was not fair

The written interview conducted by health department for the posts of Multi-purpose workers on April 30 was not fair as the candidates were using mobile phone and receiving answers through SMS. Secondly 4-5 candidates were allowed to sit together at their will.

Therefore, I request the chief secretary to look into the matter for free and fair conduct of the interview.

Arunachal to launch scheme to promote sports activities in rural areas

NAHARLAGUN, May 5: The centrally sponsored Scheme, the Panchayat Yuva Krida Aur Khel Abhiyan (PYKKA) – to promote sports-activities in rural areas is set to be launched in the state. Under the scheme, 20% of villages is to be  covered in a phased manner annually over a period of 5 years inArunachal.

In this regard, a workshop was organized by Department of Sports and Youth Affairs today at State Banquet hall to sensitize the stakeholders for the effective implementation of the Scheme in the state.

The Parliamentary Secretary, Youth and Sports Affairs, Wangki Lowang hoped that the introduction of the Scheme would provide opportunity for the children and youth residing in remote rural areas of the state to access sports facilities and hone their sporting talent. The Youth of AP can excel and represent the state in international level, he asserted.

Explaining the Vision and main features of the PYKKA, Deputy Secretary C. Chinappa has said that the Centrally sponsored Scheme launched in 2008-2009 envisages to promote the all round development of children, adolescents and youth through the medium of sports.

The Scheme also aims to address the lack of basic sports infrastructure in rural areas. He has also laid emphasis on the role of Honorary Sports Volunteers for promoting the sporting culture at grass root level and dedicated efforts of the District Sports Officers, Panchayat department and key stakeholders for the sustainability of the Scheme. It also aims to promote indigenous and modern games and nurturing sporting talent for competitive sports at various levels, he added.

Secretary, Sports and Youth Affairs, D.S. Pandit apprising the practical problems in implementation process called for relaxation of funding norms for AP and other NE state. Different set of norms needs to be evolved for NE states as the conditions are not similar to rest of India, he suggested.

Though late, the state is all set to implement the PYKKA as the Govt. of India has released the first installment after the submission of the DPR from the Sports and Youth Affairs Department, he said

It may be mentioned the new Sports Policy of India  recognizes the contribution of physical education and sport to personal development, especially youth development community development , health and well –being , education and economic development and the promotion of international peace and brotherhood.

The Assistant Director, Sports and Youth affairs (SYA)and State Consultant PYKKA R. Linggi  and Director SYA P. R. Majumdar, District Sports Officers (DSOs), ASOs , Director Panchayat and representative from education department attended the one-day workshop. (DIPR)

 

PPA appeals Guv to intervene in campus impasse

ITANAGAR, May 5: People’s Party of Arunachal (PPA) has appealed the state Governor and government to intervene and resolve the on-going impasse in Rajiv Gandhi University in order to bring in peaceful academic atmosphere. Expressing serious concern over the present state of affair in the university campus, the PPA president Kamen Ringu said that Prof Belliappa is not interested to solve the internal problem of the university rather he is desperately attempting to rule the university from New Delhi, which is against the interest of the people of the remote border state of India.

 

Muskan to organize blood donation camp

ITANAGAR, May 5: Muskan Welfare Society, a NGO led by State First Lady Anupama Singh is going to organize a volunteer blood donation camp at Raj Bhavan complex on May 7.

Governor, Gen JJ Singh and First Lady will be amongst the first to donate. This camp is being organized by the MWS in collaboration with General Hospital Naharlagun, Arunachal Pradesh State AIDS Control Society  and Ramakrishna Mission Hospital, Itanagar.

MWS Member Secretary Mamta Riba informed that the camp is an initiative of the Society to inculcate spirit of selfless community service amongst the people.

Muskan Welfare Society has requested all to come forward and donate blood voluntarily thereby contributing towards the social cause.

 

Tadar Tang Memorial Football Tournament

Papum Pare to test L/ Subansiri might in final today

ITANAGAR, May 5: Lower Subansiri defeated Upper Subansiri by a solitary goal and romped into the final of the 9th Tadar Tang Memorial state level football tournament at Rajiv Gandhi Stadium today. Lower Subansiri will play Papum Pare in the summit clash tomorrow at 2 pm.

After a barren first half, Tage Tath scored the lone goal of the match in 72 minutes which later turned out to be the match winner.

The match was marred by scuffle between two players of both the teams as play was delayed for few minutes in the second half. However, security personnel along with tournament organizing committee members and volunteers successfully tackled the situation. Later, both the players were shown red card and sent off from the field by the referee.

Meanwhile, Parliamentary Secretary, Sports & Youth Affairs Wangki Lowang and MLA Pasang Dorjee Sona will witness the final match as chief guest and guest of honour respectively.

 

Siram seeks cooperation for successful implementation of RTE

ITANAGAR, May 5: Education Minister Bosiram Siram has called for cooperation of the civil society, parents, children and other stakeholders including NGOs for successful implementation of Right to Education Act in the state. We have no alternative but to implement the provisions of RTE to see that no child is left out of schooling system and that every child in the age group of 6-14 gets free & compulsory education; and the responsibility lies with the state government.

He said this during a  2-days Review Meeting of District Education Officers convened by SSA Rajya Mission on May 3-4 at Banquet Hall. The purpose of the meeting was to discuss the progress of SSA implementation in the districts and preparations for implementation of Right to Education Act (RTE) in the state.

He informed that centre would fund 90% of the total expenditure while the state share is 10 percent.

He informed that the students will not be charged any school fee from the coming session. Other provisions under RTE will be taken care of in a phase-wise manner”.

He further called for sincerity by educational functionaries to impart quality education to children for a safe and sound future. He further said that the Government is spending a huge amount on education and it is our duty to work sincerely to achieve the targeted goals within the given time frame.
